You can try turning Vsync ON, that should calm things down a bit. SCUM is very system demanding and we use all the resources that we can, nothing unusual to be honest.
With warm weather your laptops will get very hot and slow because temperature issues if you run demanding programs.
Buy a cooling base for your laptop or use a Pc ;) (Also with decent ventilation)

It in deed calmed my PC a lot, and I don't even notice a drop in performance!
First at all you need to determine what is overheat.
My case is CPU (i5) reached 95 degrees Celsius. GPU (1070) barely reached 70 degrees.
Hence aim is CPU. Further I found native software from Intel that downvolt the CPU (this action will not affect to performance, believe me, even may increase performance because CPU will not throttle). So soft is named XTU Intel extreme tuning utility. Reduce the voltage to 0.100 - 0.150 v. I got 75-80 degrees as result (and silent laptop).

That's similar to mine, except that I have 32GB RAM, and my case-fan went crazy every 10 to 15 minutes.
After switching on Vsync in the the game-option it is all quiet without a noticeable performance drop.
i had v-syn on, but at 144hz refresh. i switched my monitor to 60hz, and vsynced, and turned graphics presets all to medium, and the wind tunnel effect stopped. i think it has more to do with the high FPS than anything. something really wonky going on there.
