"Respawn time of items on the ground in minutes. IMPORTANT: You have to be at leat 50 m away from the spawn, otherwise not item will spawn"
So if you goes more than 50m away from a spawn of loot, then it will check serverside and make a new spawn of said loot..
Both of these spawners will be reset and spawn new items after some time. If that is not the case, server would be left without items after some time. SpawnerGroupsExpirationTimeInMin controls how much time must pass before regular spawner will be reset and spawn new items. Note that all players must be away from spawner at least 50m. SpawnerGroupsExpirationTimeInMin is actually a multiplier which multiplies 60 minutes. Default value is 1, which means that if no players are inside the radius of 50m for 1 hour, spawner will be reset and spawn new items. For example, you can set this value to 0.5 to reset spawner every half an hour. Or you can set it to 0 to reset spawner every time all players leave the 50m area.

This includes dropped items off a dead character?
Do nearby Puppets that spawn in gain some of the nearby recently dead players' gear?
That should be a feature if not, giving a player or another player a chance at recovering/scoring something really good.
This does not include items dropped off by dead characters but those items work in a similar way. If no player is within 50m of those items for 20 minutes, dropped items are lost forever.
