Little confused about how the multiplayer works, is this like Rust?

I really do enjoy Rust, however I'm really confused about how multi works as the SCUM reviews seem to contradict the description.

Let me see if I understand this correctly: You spawn into a singleplayer map, and if you walk into certain "pvp zones" you seamlessly enter a server where there are other people to try and kill you.

Or is it like Rust, where PvP is always ongoing and your base can be raided while you're offline and pvp can happen anywhere?

SP is in the game but persistance is bugged atm only the stuff on the char is saved. The devs know and will solve this asap.
