Weather, nope, nothing Admins can do for that.
Here's how I understand the breakdown:
0 - doesn't actually seem to set weather. It's supposed to, but doesn't
.1 - nice sunny day
.2-.4 incrementally increase cloud cover, but no rain
.5 lightest possible rain
.6-.9 incrementally increase rain
1 - worst possible weather
So, if you want a thunderstorm: #setweather 1
If you want a nice sunshiney day: #setweather .1
If you want it nice and overcast so it's not too hot: #setweather .4
We were just messing with this today because it was apparently monsoon season in our server and folks were complaining
