I may be wrong here, but I believe that higher level blueprints are unlocked by crafting lower level items to increase your skill level. So far as I'm aware at least, your weapon skill has nothing to do with this ability.
On that note...I've asked at least twice if not three times the same question and it dissapeared.
What skill is shotgun under?
I'm assuming Rifles.

It doesn't depend on your rifle skill!
Everything you want to craft depends on your survival or cooking skill.
For the improvised shotgun you need medium survival and for the improvised pistol you need basic survival.
Only the "handling" of shotguns is determined by your rifle skill (less recoil, faster reloading, less shaking while aiming without scope, smaller/more accurate crosshairs in combat mode without zooming)
Also STR determines your damage with boxing, melee weapons and archery and dex (and throwing) determines the range and damage with thrown objects like spears.
As mentioned above dark/grey/black colored blueprints are locked because you lack of a certain skill-level (Basic, Medium, Advanced or Advanced+).
Red colored blueprints "could" be crafted but you don't have any materials in your inventory or the imidiate surroundings.
Yellow colored BPs also "could" be crafted but you miss at least 1 kind of the needed ressources.
To improve survival and unlock more blueprints just cut trees, cut logs into boards, craft clubs, spears and arrows.
To improve coocking just ...cook food.
But tbh you really don't need to craft the improvised guns. You can enter a military bunker just right from the beginning and loot the real good weapons and other equipment. You mainly need survival for crafting ammo, boxes to store your stuff and fortifications to secure your base :P And of course crafting a stone axe to cut even more trees to gain skill in survival to unlock better/bigger crates etc.
