I want to play just with my friends in a coop environment. Does the game have enough pve to be enjoyable in this way and can I host a dedicated server for my friends or at the very least host a private multiplayer game that will save all player data so we can stop and continue whenever we want?

There is no PvE content in the way you're thinking of it. There are no missions or other "trackable" data. The only thing being saved is your character and anything you leave in the world (boxes, locks). The hosted server is perma-online so anytime the server is active it has every character's information on it.

You can still raid bunkers and explore the map as a group. We had fun doing that for awhile. Prepare for a lot of boring travel time though. Without possible aggressive players randomly wandering around theres not much of a threat outside of the military locations. Really the only thing to do in the game is raid towns and mil locations and puppets are ezpz. The mechs are mostly ez to avoid too tbh although it'll take you a bit to figure them out and practice how to do it.

At least not yet. For several reasons. Likely to come later on, after release.

If your looking for group play, no better server than Territory and War. The server is built around gangs fighting for territories and receiving weekly bonuses for holding them. Worth checking out, admins run it well. You could also check out the server advertisement on the forum.

If you just want to play on an empty server with your buddies then just load up on one of the official servers that are dead. Most of them are virtually empty and even if you run into one or two randos it won't be a big deal.

No dedicated servers for now, but they will be a thing in the future for sure. There is a lot of PvE content in the making (check out this Dev Showcase for some NPC concepts) and we're also going to add missions.
