Why doesnt milk give vitamin D?

Like the question states, why dont drinking milk raise your vitaman D levels? In real life milk is packed/fortified with high levels of vitaman D, so why doesnt it give you vitamin D in game? I drank 2 cartons of milk in game, and my vitamin D stayed at 0, no increase at all. Milk should produce some vitamin D.

well holding up with game lore... Currently Croatia does not have fortified milk available (maybe you can find it, but it's not common), a study from 2016 does show that the population of Croatia generally has vitamin d deficiency, and suggest that fortifying milk with vitamin d could be a solution...(https://www.bib.irb.hr/908094)
now scum is set in a not to distant future (https://scum-game.fandom.com/wiki/Scum), and seeing how slowly humans are at adapting changes like this, it is not unlikely that fortified milk was newer brought into the market in Croatia before the island project was started, hence why the milk has no vitamin D... we could start a island wide protest, demanding that tec1 brings in a steady supply of fortified milk.

afaik it is only in India where it is more or less mandatory to fortify milk with vitamin D
