This is probably one of the reasons, some devs split their multiplayer part into another library entry.
Besides that the game offers a singleplayer mode.
Its not abnormal that in games like scum 80% of the people play alone.
Online (according to server browser): 1.799 players
In game (according to steamcharts.com): 2.433 players
I don't know where you got that 600 players from but I think it's just bad maths. Alone the servers with only one player were, I think, five pages in the server browser resulting in 145 players.
