You need to consider
* What you want to kill/destroy (armored?)
* Weight of weapon + Ammo
* Noise
* Availability of Weapon, Weaponparts, Ammo
* Size of the Weapon
*....
The M82 can be a nice Sniper for a ambush. But thats it in my opinion.
In (all?) most other situaations i would even prefer a K98
Otherwise I will carry a Kar or Mosin until I have at least two or three clips on hand for an SVD, provided I find one, by which time I'll usually have enough M1 rifles and clips to equip a (small) army.

@OP: M82 is perfect for one Shot Kills but it get's dramatically worse with every Shot you Fire because Targets tend to move a lot more when they hear an m82. The same goes for SVD of course but the Ammo of SVD is not quite as expensive. Also SVD is a very good Choice for stress situations in close Range. When someone is in front of you, already firing, you can spray 10 Rounds at him and your Chance to kill him is pretty good.
For Event the AK is King but i also had often these "Hipfire Situations" where you just want to empty as fast and as many Rounds as possible. This works much better with Druganov. Also you don't loose as much Stamina.
Still, m82 is the best because fun =)
I love the one in SCUM, it shoots and feels great. Can't really hang with the .50 cal BMG though.
Under 500m, the SVD wins hands down. More portable, just as deadly, easier to find ammo
Over 500m, the argument starts to sway to the M82 because even center mass shots with the SVD can be non-deadly.
If you're trying to snipe from more than 700m or so, the SVD isn't even in the conversation anymore.
If you, or anyone for that matter, can get that scope to pull a range, let me know.
The ACOGs work just fine when I hold my breath, but then I had the m82 scope on an AK-47 while I was scouting out an area and couldn't get it to read.
