Explanation on Sniper Skills BUG
My game's sniping skill was originally to be upgraded to three levels (up to 10 million), but it can not be upgraded to three levels after the second level has reached its full level. Now, no matter how to shoot with a sniper gun, the sniper skill points are 0, default 1 million.

How much points do you have appointed in "Intelligence"?

My guess is he has 1.5 intelligence as that would allow him to get to medium but then it would cap.
