Hi! Its really hard to answer your questions in this stage of game. Speaking of G-portal deal - its commercial secret.

It's 16 GB per process. Server has much more RAM and Cores.
The physical machines are PROBABLY 16 core (32 thread) CPUs with 128GB (or more) of RAM. This type of configuration is common with multi-player game hosts.
As for server issues, set your server to restart more frequently. The game does have some memory leaks and will noticeably slow down both client side and server side after several hours of game play. The private server I play on does restarts every 6 hours versus every 12 hours like the official servers. I recommend everyone take the opportunity on server restart to close out and restart the game as well; when ever possible.

I messaged Gportal about the 16 Gig Ram thing when i was renting a private sever from )(February to August) and below is my message to them and their response...
I had done it all that was suggested I had been up renting a private server because of this idk why performance was/is so bad yet other folk have No problems
i still get freezing and frame drops to 1 FPS (specially when driving) scanned all my hardware ran memory test, Pc optimizations, etc almost everything and still cannot get Scum to run decently enough to play
the only 3 things iv not done is
1. reinstall windows 10
2. bought more ram
3. bought a new graphics card
all of which are costly solution for a problem that they might not even fix
I can run Far cry 5 and Fallout 76 (which i reckon are system heavy games) but cant run Scum
I'm outta ideas so sitting on the sidelines testing Scum after every update/hotfix to see if it's improve
Scum used to run Np but after an update a few months ago it had a lot of issues
if anyone's got any ideas i'm open to checking cos im at a total loss now :(

with a game as complex as Scum i understand it's not an easy job to keep the intricate balance but once you guys n Gals do eventually sort that then Scum is gonna blaze!

thats not server side ,servers could affect fps +- 10% of the engine max performance ,but 1 fps mean your gpu possibly is reaching the VRAM limit and clean the buffer to make room for more textures.
i reported that and many other issues like 3 months ago but grow bored of no one giving a ♥♥♥♥.
reported the power limit ,the building that make cities run at 2 fps in each city ,the vram issue and i tested it in 2 different setups both gpu and cpu.
the 1 fps thing you ask is VRAM limit exceeded or the power bug and memory leak problem. none of them can be fixed by normal users , so enjoy :)
pd: to test it simply use gpuz and watch the video ram ussage reach the limit in any card from 2gb vram to 24gb vram. yeah i saw a ♥♥♥♥♥ RTX titan reaching max VRAM ussage with scum xD no matter low or epic settings ,witch is quite disturbing in UE4
