Report a translation problem
Custom content can be transferred manually (the files are located in the game installation folder > TotallyAccurateBattleSimulator_Data > CustomContent), or through the workshop.

You can transfer your custom units by uploading them to the in-game workshop on your Mac, and then download them on your PC.
You can also transfer the files manually. I'm not sure if it's the same on Mac, but try the following: Right-click on TABS in your Steam Library > Manage > Browse local files > TotallyAccurateBattleSimulator_Data > CustomContent
Copy the "CustomContent" folder from the Mac and transfer it to the PC, it should be put it in the same location.
I work in IT and we wiped and reinstalled Windows 11 on his PC just before the beginning of the school year. We backed up all of his saved data, profile, etc, but it is very rare these days to see saved data for any application save in it's own Program Files directory.
This being said, if you are unable to save this information in the cloud area, can you please have a rethink for the PC game and store your saved data under the user profile and maybe under My Documents? That way it has more of a chance to be backed up on a PC rebuild or could even backup to Onedrive if the My Documents is associated? This would be a better solution.
Unfortunately for me, i have had to apologize to a very disappointed 12 year old and explain why i am unable to get his information back that he had worked so hard to setup. Now all he wants to do is delete the game and no longer play it.
For future reference, keep a backup of the CustomContent folder to make sure the units etc. are not lost (\...\Steam\steamapps\common\Totally Accurate Battle Simulator\TotallyAccurateBattleSimulator_Data\CustomContent).
It is also possible to upload the units to the in-game workshop in order to save them online (and then re-download them later).
