Who are the plagued individuals covered in rags?
In infected districts you usually see individuals covered in rags reaching their hands out to you. I walk into an infected district and I see these people being attacked by the police, so I decided to help end them off. Only to realise my reputation went down for killing them and the local police killed me for doing so. Any reasons why?

They are infected victims of the plague. The guards sometimes shoot them to prevent them from escaping the district and spreading the plague. Killing them hurts your reputation because they're innocent victims.

Okay got it. I wont harm them next time I see them, couldn't find this info on the wiki. Thanks for the help

One other question actually. Most building are inhabited by these individuals which makes them nearly impossible to loot without lowering your immunity or contracting infection. Is there any way I can loot buildings without having to kill them?
Frankly, the best way is to try a different building when you see them or a plague cloud even moderately interested in you.

On the "little" more sinister side, they're not totally innocent. Plague bearers are actually actively and selfishly trying to infect everyone they can, since they're done themselves. They're far from innocent but you know, people don't like when you kick disabled people, even when they're ♥♥♥♥♥♥♥♥.

I typically leave a house as soon as a plague bearer or rogue plague cloud shows up. If you want to loot without infection risks, you can loot ruined districts. though you'll need to fight off muggers instead of the plague.

That's what I was thinking! I was like why the hell are they coming up to me and trying to infect me lmao.
I personally don't loot infected districts or burned-out districts unless it's for story/quest reasons, in which case you should absolutely do so, but even then I don't at all enjoy it. There's usually better things you can be doing with your time.
Also, the mummies freak me-the-heck-out

I find that infected districts have lots of valuables like rings, bracelets, etc. Also, you may find people well enough to trade in infected houses, and they will trade valuables for cheap medicines.

Oh yeah, for sure, there's tons of valuables there, I don't mean to say there's no reason why one should loot infected houses. But the downsides are usually pretty high, as being in one slowly breaks down protective clothing which can be expensive to repair and rebuy but are your best means of protection from infection. Using up your immunity boosters will also often come into play should you get trapped by a mummy or get a plague cloud in your face.

Whereas, you can find trading people outside of those houses while also looking for caches, getting rid of firebombers who often carry lots of good stuff, while having a much quicker out from the infection should things go south since you're already outside.
And, all of these points are really only in play if you have time to kill, which you usually don't. If you've got stuff to do, looting a house that isn't necessary just rarely seems like the optimal use of time, especially when you could be trading in a non-infected district or killing thugs in burned out districts instead, building up that good reputation.
On the other hand, all that could just be justification for my bias for not going in them, lol.
