Report a translation problem
I have an old save and disconnected Promontory Point and was able to connect it again running the beta version.
You have to connect Promontory Point station in a legit way with San Francisco station.
I can run trains from Los Angeles station to Promontory Point station, too. Not that it makes sense because the task asks you to "transport X passengers from San Francisco to Promontory Point without stopping"... with X depending on your difficulty setting.
Second, I can also set up a line from Promontory Point station to San Francisco station. And again, this doesn't make much sense as only passengers transported from San Francisco to Promontory Point are counted.
As with most of these problems, it's simply a missing connection or wrong signal that prevents the connection.
I'm running 25839 - seems the beta is older than the latest release :( They did it in the past and promised us never to do it again in the future!
Anyway, I updated to your version and all I've said still applies. So check your rails and signals.

UPDATE:
yup, it was the double cross over (two parallel tracks crisscrossing onto eachother).
I dont know why i cant get it to work, but i picked the wrong track to put it in.
once removed i was able to select both stations just fine.

and more details after release of 1.14, including a test with the same results as described here.
This is pretty much always the problem when you try to set up a route and your desired destination becomes unselectable when you set the origin.
Screenshots might help find the missing switch/blocking directional signal.
Hopefully the developers are still working with this game as I JUST BOUGHT IT and this bug is shameful to be honest, it's been YEARS since buyers of this product with their hard earned money have been frustrated with this problem. Do better.
