Report a translation problem
The almost guaranteed reason you can't send a train to a Station built there is that it has no legal round-trip path. Usually a switch is missing, a Directional Signal is the problem, or a bit of track is broken.
I see in my search that the problem was solved, is there a posibillity that it has become un-solved in a later update?
If you have a save game upload it wherever I can download it and I'll take a look as I won't play the mission for a few hours just to test it out ;)
One little update. I should have waited, because even though the city ist totally inside the forbidden zone, passenger can board and leave the trains in Promontory Point in my game. So it looks odd, but it is working. Building in the city is not working, but i don't remember if it ever was.
And just archieved President. All tasks including the optional ones done golden.
Add a new train, start at Promontory Point... and all green circles vanish.
Add a switch between Promontory Point and the bridge and do it again... and all (or most, haven't checked "all") stay.
Since you have to transport Passengers from San Francisco to Promontory Point without stopping start the line in SF and end it in PP... on 6 or 7 Sep the first 8 Passengers arrived, one tried to steal a golden... but that's another story.
And I run it in 1.14.0, not a beta.
As for Promontory Point itself, the city was never selectable.

"Should have been obvious" in hindsight, yup, but that's not always obvious before hand :)
Switching and signal blocks are a fundamental mechanic to the game. They are not the same as in other games, and are not explained clearly in the game, so those are a very frequent source of difficulty and confusion for realistic track players. I tried to compile the basic mechanics in a guide to help answer FAQ type problems in one place rather than repeatedly in the forum.
As to the characterization of this forum, I find *this* forum to be one of the least rude / 'git gud' forums on Steam. (Not that it 'never' happens.) Sure some of us get frustrated answering questions that have already been covered multiple times, I certainly admit I do. (Which is why the guide exists.) Still, I know Steam search is not very effective so try to provide information in place, even if it is brief. Perhaps the "none of those comments are helpful" is targeted at other threads, but it feels misplaced in this one. This forum has a decent history of providing help. Sometimes players just need a quick hint, sometimes more details and extensive exposition. As long as people are putting in an honest effort, they generally get help and good advice/information. It looks like the award on post #10 indicates Thinboot's freely given time was helpful and appreciated in this case.
