parallel tracks discount or not ?
I always do the parallel tracks in the same way and sometimes I get a discount and sometimes not. Why ? Thanks you for your help

The discount is when there is a bridge or tunnel involved. It's that section that is discounted.

I understand it this way - we all await for discount for grounding when lay down parallel track

Detail from my compiled guide:

"You still pay for the track, but the added construction costs of Bridges and Tunnels are reduced (by 87.5% in my tests.) You can build as many parallel Tracks as you like, but only two on each Bridge or Tunnel"

Also, the little track construction box that opens up tells you the discount amount.

You may save on any earth moving that was done on the original track, when you build a double track.

I have not played or tested it for a while, but I don't think earthworks are discounted. I vaguely recall trying to abuse the possible discount and not going far with the effort, but that could be faulty memory.
I've been playing for a while, and I could have sworn that Parallel tracks discounted even on flat or earthworked tracks.

I know about you can't have a wider than 2 track bridge, but it seems now that parallel track discounts only apply to bridges and tunnels.

I feel like this was a bug, because now the game is almost unplayable, the track layouts are so expensive
