you should probably stick to using cuff of the strong because it will have the best base stats until endgame i hear. when you upgrade it past +9 it evolves into cuff of the veteran which has 45 attack 40 def 40 tech on it at +9.
for the skills you can put 4 on each cuff so pick which ones u like and add them.
If you need to sell off some items i usually sell the stuff that has no skills on it. those will be useless since you use other items just for the skills. except for cuffs of the strong of course since youll be using those as your equipped item. Next id sell the stuff that has skills on it that don't want..like for example i dont use the equine skill so ill sell all the items that just have equine.
Maximum level for skills is X Up Lv.99, which gives approx +120 to the respective skill category. It actually helps on higher difficulties when each of your inventories has above 100 on all three of their bonuses.
E.G. attack up, potency, force, dazzle are all considered "red". Technique up, aireal and range up are considered "green".
Why is this important? Because when you "enhance" them with stones, ALL the skills in the accessory of the same color will be upgraded with a SINGLE stone.
i.e. If you have potency, force, dazzle and attack up all on the same accessory and you enhance it with a red stone, ALL the skill will be upgraded at once.

Those are universially good skills regardless of builds, there are other skills that are build dependent like Frenzy focused or Stun focus or Sub weapon focus.

aireal is debatable, because some enemies can't be juggle, and the ones that you can usually don't need the extra damage to be killed.

Above is just an example, but you get the idea, try to put as much skills of the same color of your build into the same accessory. The ones that you can't, try to split them into 2/2 so that a single color stone can at least benefit 2 skills at the same time.
How to upgrade it past Lv9?
You can't. +9 is the max.
I think what they meant is evolving the item into an higher grade item like how cuff of strong to cuff of veteran, +9 is the max that one grade of item can be upgraded to.
Accessory isn't useless at max level, just main stats (the skills) on accessories are useless at max level because you'll be getting accessories with 300+ innate stats that can already max your main stats. Except vitality.
The skills on it that boost frenzy, range, frenzy regeration, death blows, stun, normal and charged attacks are still useful. Daunt resistence is god tier as well.
I think frenzy attack up did not. At least no difference in damage.
