This is a DLC option that you need to buy, the only thing to unlock when you complete the game is the Overkill mode.
You got a source for that? I have looked around both store fronts and I don't see a thing.
They changed the way to buy, you need to buy it in the bundle, the price should be dynamic and only charge you the price of the DLC which should be not a whole lot or you can try the codes that people have left behind in the forums, not sure if they work but you could give them a whirl.
I'm saying "should" because that's the way I feel the game should unlock duke, not through some DLC.
Gearbox does not work like that, 'should' is not how it works, besides you did imply while saying you owned something else which was an indicator that you read it somewhere.
Assuming is never reliable, besides, has Duke been unlocked for other games?
Except BulletStorm is owned by People Can Fly.
GBX did zero work on the remaster. PCF even handled putting Duke in the game.
GBX own no part of BulletStorm, and only would make money off the remaster if it sold more then 100,000 copies.
100% of all sales of the first 100K copies sold goes directly to People Can Fly.
Sales from the Duke Nukem DLC would go to GBX as they are the owners of the Duke IP.
The DLC is a very small means of recouping costs of publishing the title.
But, there's no reason to feel Duke "should" unlock in BulletStorm just because you own DNF or D3D.
Unlocks like that are normally only done in rare cases, when the publisher owns all products in said deal. But, since GBX does not have any claim to BulletStorm...

This is usually shown on the store page in most cases, exceptions include things like Borderlands skins from owning previous games which are shown in the game itself the requirements to pickup the skin.
