Hey hey, if you going to attack the devs at least make sure you know your attacking the right one, Gearbox is the publisher here, not the dev.
I just done some digging, turns out all UE3 games have this problem, there is a workaround but it ain't perfect. Think the devs are not to blame on this one, although they could of gone for UE4 instead...

If that is what you believe why did you want this game to begin with? clearly you have made up your mind even before your question.
Well if that is the case, just pickup the Original, it does have a fix for Borderless but it is not in the game settings
I have now moved on to whatever other games on my backlog are the most rational to play next.
