The Eternal Skeletaurs in Tina's will level up 15 times if you let them, so one starting at 50 will end up at 65.
Also in Tiny Tina's, the Ancient Dragons start at 53, but will carry on leveling up if you let Boost land repeatedly. I don't know if there is a limit to this but I have heard of somebody deliberately letting them level up (starting in UVHM I suspect) and seemingly gave up in disgust when they reached 125.
These are the only enemies that will level up significantly higher than their starting level.
--- some screenshots ---
I tried getting an old OP8 skeletaur to level up fully. Ran out of ammo.

This is the highest level enemy you will see in the game, without trying to get skeletaurs and the Dragons to level up. The enemy drop ships at the start of Commander Lilith's are always 12 levels higher. In TVHM they are 62. This was the start of an OP10 playthrough.
