Low level Doc Mercy

I’m farming doc mercy for the infinity pistol, and I already have 2 but they are lvl 8, my question is I’m lvl 32 and doc mercy is only level 10 why? Also I’m trying to get a infinity with a element on it but both the ones I got had none, does it start getting elements when it gets a higher level?

In normal mode, most maps stay at the level you first entered them. Doc Mercy will not get any higher so will not drop higher level Infinity pistols in normal.
He will drop higher level ones in TVHM, but it is only in UVHM that he will drop gear that is your level.

Elemental versions are a lot less likely to spawn - non elemental has something like a 4x greater chance than the elemental ones. They can spawn in normal, but they are not common.

Farming Doc Mercy in normal is not really worthwhile, because you level up and he doesn't, simple as that.
