Problem with claptraps stash / shared stash

After creating a new lvl 30 character for the new dlc i wanted to jump back to sanctuary and grab some better guns i have in my shared stash, but i discovered that, the shared stash is not one of the quests that is auto-completed when creating a new lvl 30 character.
Talking with claptrap just triggers the final boss quest and then he's off to "meet me at the final boss lair" and refuses to discuss anything else

Fixed my save with gibbed editor so that i can access my stash, but the problem still remains, dont know if you would unlock it after defeating the final boss of the vanilla game or if it would still remain bugged
