and in section [DefaultPlayer] there is the
Name=Player
setting. Changing the first one to true might change your name to Player (or to any value you set). However, I have no idea if this works, but these sure look like the right settings.
if you want it changed then you'll have to change the name yourself.
Your Steam name is what shows up in game, if the game doesnt show your name correctly then the logical thing to do would be to change your name to something else OR deal with the fact that Borderlands doesnt like special characters in Steam names.

In any case, its a problem with the characters in your name, as they arent normal letters you cant really complain about something not showing them correctly.

Special chars have been used since the 80s. It's silly that Gearbox's programmers didn't expect it, specially for a game that has was was expected to be translated into many languages including russian, chinese, and japanese that uses non-english alphabet. There really isn't any excuse for not supporting it or giving a means to players a way to provide a "english translation" of their steam name.
