EDIT: Sorry I figured it out. Its verifying now.
Also to Why So Serious' comment, that's the problem. We can't get the game to update.
Restarting Steam normally works.
But it could be a localization problem, no idea.
You can see if you have the content in the Borderlands 2 folder under DLC, checking the DLC list under Properties from the games list can also verify whether or not the DLC has been installed/activated.
If all else fails, visit GBX's forums as they dont pay much attention to Steam forums.
