Wont let me in the gate in mission A Dam Fine Rescue

I went up to the gate in the car and beeped the horn, the gate wont open. I even did other missions to get up to level 12 because it says it was a level 12 quest, it still wont let me in. Is this some bug with the game others have had?

Just to clarify, you are not using the standard Runner car right? You start in that, but the quest then leads you to go get a car upgrade, and you must honk your horn in the new car.

Another thing to point out is that you cannot drive through the gate even when it opens, you must exit your car and walk in.
