Can't access Bounty Boards?

I've seen several bounty boards so far in the game, but when I walk up to them and the green "press" button pops up, I can't actually open up the bounty board. I know the first bounty board wasn't working, but subsequent ones also do this. Is this just bad luck where I'm running into the wrong bounty boards or is there some sort of problem?

This is normal.. you can only use them when there are quests available or turning in a quest

Yeah, they're different in BL2. When they have missions available, they will have the yellow exclamation point above them.
