1. go to the C:\Program Files (x86)\Steam\steamapps\common\Borderlands 2\Binaries\Redist\DXRedistCutdown folder.
2. locate the file called Jun2010_XAudio_x86
3. unzip that to a temp folder on your desktop
4. copy the XAPOFX1_5.dll out of your temp folder into C:\Program Files (x86)\Steam\steamapps\common\Borderlands 2\Binaries\Win32 folder or appropriate path.
I can't take credit for this fix, discovered this while researching the specific error message launching the application directly from the folder. It was a fix used for a similar issue with Dead Island but worked here also.
There was a new version of this file located http://dllnotfound.com/xapofx1-5.dll,20116
Create a .txt file in notepad and write the numbers '49520' without the ' '. Save it as 'steam_appid.txt' and save it in your Steam directory 'Steam\steamapps\common\Borderlands 2\Binaries\Win32' and run Borderlands2.exe as admin.
Then I installed it on my laptop, which worked fine. On a whim, I (1) Copied the BL2 files to an external from my laptop; (2) Logged in to Steam on my desktop and verified BL2's cache (so Steam knows it's there); (3) Manually deleted the BL2 files (so Steam still thinks it's there); (4) Copied over the BL2 files. This still didn't work... oddly enough though, I tried -NoLauncher one more time, and this time it -did- work. Alternately, I suppose you might have luck playing directly from an XHD. Bad transfer rates are probably worth not having to wait.
I just updated the BIOS to the most current version form the official Asus website, but the game still crashes. I have updated the drivers on my video card, but it still crashes. I have re installed the game three times, but that didn't help. I have verified the integrity of the game cache, still crashes. I have repaired my .net framework files several times, didn't help. I have even tried running the program in compatibility mode with and without desktop composition enabled. Still no good. Got DirectX updated, didn't help. Followed all the steps and advice the Steam support section had, still crashes.
At this point I'm really not sure what else I can do to solve this problem. If anyone knows of a possible solution I've missed, has any advice or other helpful info, I would greatly appreciate it.
My specs are
Asus Sabertooth 990FX
ADM FX-8 Core Processor
GeForce GTX 480
16 gb of G.Skill RipJawsX
windows 7 64
I feel your pain.
