I hope this helps. I've had some issues with steam cloud mucking up my game repeatedly, so this was my solution, and so far it has worked great. Hope it will for you too, good luck.
Might be taking the fun out of leveling away a bit. Might be better to give him a char save that was around the level that he lost, so he can pick up again where he left, rather than give a completely played through game.
Otherwise it's like saying "I bought a sandwich, took a bite, but it fell on the ground", and somebody replies "Here, have mine, I already digested and pooped it out for you, you just have to flush it". Sorry for the nasty metaphor, but you get my point I hope ;). He isn't that far into the game, let him at least play through it on his own once.

Yeah, sure. A friend wants them.
You'll get bored of the game really fast if you skip to endgame like this.
Go to:
C:\Users\C:\Users\YOUR-PC-LOGIN-NAME\\Documents\My Games\Borderlands 2\WillowGame\SaveData
There should be a folder in there with a long number for a name. Copy that folder.
Now delete the files out of it.
Start Borderlands 2 and start a new game. It's a pain, but you have to go past the bit where ClapTrap has his eye stolen at the very start... when you leave his home the game saves. Quit the game.
This has now created a new save file.
Download the Borderlands 2 Save Editor from:
http://blog.gib.me/2015/02/16/borderlands-2-save-editor-revision-248/
Run it and open the save file from the COPY folder in:
C:\Users\TOURPCLOGINNAME\Documents\My Games\Borderlands 2\WillowGame\SaveData
You may have more than one save so open the saves until you find the character you want.
Click Save
Save it over the newly created save (in the ORIGINAL foolder, not the copy)
Open Borderlands 2
Your character is back
Rinse and repeat for any other character
