I'm saying that I used to have them, because that's not how it works now. Since few days I'm experiencing most of the issues you've mentioned, but to list a few fancy things that occur on a regular basis:
-invisible enemies
-random chat messages not appearing at all
-invisible loot
-loot i can't pick up
-glitched vendors
-severe warping of players and enemies
-bullets not connecting on 9 out of 10 shots
-total glitchfest in the inventory screen
TL;DR = not playable at all.
Yesterday I found myself teleported into the black void of nothingness after being struck by a boss attack. Had to quit the session, you can see that phenomenon in my screenshot.
On a side note, none of these things happen to me in any of the other games i play online, jumping on the thread with some smart advice like 'fix your pc', 'get a new router' or 'change your isp' is not what I need and I doubt the OP's different.
The BL2 netcode is downright bad imo, and for some reason it's almost impossible to have a decent game lately. Regardless of that here's what you can try to improve your BL2 coop experience, although i wouldn't expect too much from these.
1. If you're connecting to the internet via LTE modem+WLAN router device, make sure there's no network traffic besides BL2 - like windows updates, background youtubes etc. Atrocious performance on concurrent network connections is very common with this type of devices.
2. While not convenient, cabled ethernet is still superior to wireless networking when it comes to latency variations, stable connection and such. Go for the cable for gaming if you can.
3. If you fail to go past the first connecting popup in BL2, you can usually fix it by restarting both the game and steam itself. Your coop partner should do the same thing.
4. check if the networking type is right - for example if the host switches to invite only you won't be able to join it, unless you're invited.
5. try connecting to host from the steam chat, preferably via invite option you'll find there.
I really hope that they sort out the networking issues, the way it is working atm strips the game of any fun I used to have with it.
