That's what i get after trying to launch the game. Local files verification did not help.
Any help?

UPD: that was easy.
I just needed to restart steam.

Delete config folder in

My Documents - My Games - Borderlands 2

Then verifying the steam cache of the game to re-download it.

Had same problem, verify files, it will say one file has been corrupted and will be replaced, restart steam and the game should update and work as normal.
