How do you get to the red chest in Roland's place, in Sanctuary? [SPOILERS INSIDE]

The switch does nothing, and I've never heard of a quest that opens it.

keep going through the main story you get access to it after a quest.

follow the main story. it will be after you go get the vault key you will gain access to it.

I've beaten the story and I'm on the ultimate thing playthrough, the switch is green, yet when I use it, the cell remains closed.

You have to complete the quest called Bearer of Bad News. This is given out after you kill Angel. Also, it only happens once.

It does that until you can actually open it. Probably a small bug that was deemed to be unfixable because of problems it would cause elsewhere.

mordecai opens it for you after you turn in the quest to inform various people that Roland is dead.
