borderlands 2 runing on directx 9 for some reason any idea why?
also its runing on 32bit though i have 64bit computer what should i do?

Borderlands 2 is a DX 9 game and is only 32bit , but a 64bit o/s doesnt have an issue with this ,it should work fine, providing the hardware meets or exceeds the system requirements for the game

i have a fps drops (30-50) and i have geforce gtx 680 and i5-3570 CPU

I have an i5 3570 as well, with an HD7970, 90 -130 FPS 1920x1200 all settings but PhysX maxed PhysX is on low.

No, you have a nvidia card. It supports physx. trukr has a ATI card which does not.

You should not be getting a fps drop (except for the main menu fps glitch that never gets fix). Something is causing your fps drop, I would try older video drivers (or newer).

Yes, I'm running stable 150 FPS with PhysX @low and it dips to low 40's with PhysX @high, despite having an Nvidia GPU. People with Titans experience heavy perf. drops with high PhysX, this is just a case of bad optimization.

as long as you keep vsync on and have a stable graphics card with up to date drivers you should be fine.

That CPU is possibly holding your 680 back.
