If you can find it on a good sale day, then yes, it's probably the cheapest way to get them since you own the base game. GOTY includes all of them and some more of the smaller stuff, but will probably be more expensive net (depending on how much of what is in GOTY you want).

GOTY has those as well as the two character (Mecromancer and Psycho) as well as the Creature Slaughter Dome, collector pack and premier .
The 3 Head Hunter Packs and second Ultimate Vault Hunter Upgrade are not included in either, but if you want the 2 new classes (Gaige the Mecromancer and Krieg the Psycho) GOTY is a better choice, if you don't want them then Season Pass may be a better choice as the best content are the four story DLC.
