What you saw was probably referring to the Warrior, not Terramorphous. Completing the Warrior mission in Normal Mode changes nothing, but when you complete it in TVHM, all maps and unaccepted missions in the main game and the first 4 DLC's scale to level 50. If you entered a Headhunter DLC at a lower level in TVHM, it will stay at that level.
