I actually would say that would be too close to call. They can both do absurd amounts of melee damage with their action skills.
As for Terra and the gunzerker, if you don't mind taking advantage of some skill glitches, and have the right gear, you can kill Terra in a few seconds (I suppose it might take a bit longer at OP8).
What do you mean "skill glitches"?
Skill glitches are like money shot chains made possible with a Rough Rider shield
You can also take advantage of the offhand gun bonuses Sal receives like the healing/crit from a Grog Nozzle and the massive crit bonuses from a Lady Fist.
Some well known combinations for taking down Terra:
Fire Interfacer with a Grog/Lady Fist offhand with a Rough Rider shield
Fire Lead Storm with a Slag(preferred) Lady Fist and a Bee shield
and Slag Pimpernel or Flakker offhand with an Ahab/Creamer main hand if you want to abuse that glitch
The ideal com in most situations is a Chaotic Evil Monk but you can use a Legendary Gunzerker if you can't take him down in one gunzerk, grenade is any slag bouncing betty variant
Ok, i get the theory but i still don't understand. I have a slag pimpernel and a Creamer and i have the Legendary Gunzerker Mod. So if i use Pimpernel in my left hand Creamer in the right you're saying i can mow down Terra easy?
That glitch with the Pimpernel is that the orbs that flower out upon impact will take the damage of your mainhand gun, in this case the Creamer. That means that the orb you should will do the damage of the Pimpernel but the five orbs and splash damage it creates will have the damage of your Creamer which would be significantly higher. You also have to empty your rocket ammo for this to work properly and this glitch only works with the Pimpernel or Flakker in your offhand when you gunzerk.
The easiest raid boss to take down with this combo is Hyperius because he's already spawned so you can gunzerk and line up the sweet spot on your Pimpernel. If done correctly you should be able to take him down before he can get his shields up or release his first nova. But yes this works with all raid bosses terra included.
On top of that, there's the Money Shot skill. When gunzerking, the effect from the Money Shot skill will be based on the gun in your main hand. If you use all of your rockets, so the launcher is empty, every shot from the Pimp will get extra damage from Money Shot. With 5 points in Money Shot, plus 5 or 6 from a class mod, you get around 10X damage. At around level 72 (probably a bit lower), you can get over 999,999K damage per shot (the highest number the game will display).

Basicly, Zero has best damage with his action skill for a strong burst, but krieg stays in buzz axe rampage longer with more damage over the duration until Zero can get "many must fall" (capstone of bloodshed tree).
there is no reason why you would put a bee shield on krieg, might as well use a commando
