People get different varients from farming the quest reward, trading, etc.
Or, as Mihryazd said, you could trade, which is certainly "legit" within the game (but any items that you get from someone else may or may not be "legit", and certainly could have been duped).
Farming the mission reward is not really "legit", since it involves bypassing basic game mechanics in one way or another. Basically, after you turn in the mission, you do something to keep the game from remembering that you did that, so that you can turn the mission in again and get another reward. If you get a reward that you want to keep, put it in the Stash.

That page will tell you which missions provide unique rewards. There are links to other pages on that site will tell you about each mission.
It is the best sniper in the game, period.
The Sand Hawk, which you already asked about earlier.
The ones I use with my Siren have a Jakobs grip, Dahl stock, and Damage accessory. Maliwan grip also works too, it grants a faster reload and a larger magazine size (since it's a matching grip) but less damage.

Re-set your playthrough if you are in UVHM.
If you are in normal or TVHM, just wait intil UVMH.
