You can do everything all over again, sidequests included.
TVHM is the same as Normal, quest-wise, regardless if you did sidequests before on Normal or not.
Fact.
I think the only thing they may have meant is the challenges (i.e. Badass Ranks), those stay with the characters through all modes. So, to repeatedly do the challenges and rack up those Badass Ranks, you would need to create new chars (which then can do all the chalenges over again)
But that has nothing to do with quests. They reset for TVHM, and for UVHM, as well.

Same deal. Next difficulty/playtrhough, it's the same all over again, only harder, more level-ups, more/higher leveled loot.
You still need to do all the main quests, and can do all the side quests.
The only explanation I can think of for the misunderstanding is that any mission progress in Normal mode is not reset when you start TVHM. So if you've completed 2/4 objectives for a given mission in Normal mode, you will get the same mission again in TVHM with 0/4 objectives complete. If you then complete it in TVHM, progress in Normal will remain at 2/4 objectives complete.
The same missions are given again in TVHM (and yet again in UVHM). Although the missions objectives are the same in each playthrough, mission progress is not shared between playthroughs; they are treated as completely separate missions.
True, also you can switch between modes from the main screen for whatever reason you may think of, so you can for example finish other quests or buy ammo cheap.
Thanks for reminding me, this may be what OP's friends where referring to.
Also, in the 3rd playthrough, you can even reset the progress at any time, enabling you to do everything all over again and again, if you so choose.
And if you can carry over all your items, there shouldn't be any issue really.
Perhaps my friends remembered incorrectly, since it had been a year since they last played through TVHM.
In TVHM, the level cap is 50, quest-reward and mob wise.
The thing about "not doing sidemissions" may refer to the TVHM mode, not normal mode.
If you see a certain sidemission you got a nice item from in normal, you may want to wait until after the end boss in TVHM before accepting those sidemissions, because killing the end boss results in all left-over missions to be raised to level 50, I believe.
So, to get those rewards at the highest possible level, you need to take those after you "beat" the story.
Accepting them early will make the reward stay at the level you were when you took it.

You're friends might have been trying to caution yout about completing side missions in tvhm? In tvhm, upon beating the final boss, all as yet unaccepted side missions will snap up to level 50, and they will produce level 50 rewards. If those side missions are accepted during the tvhm playthru, you'll get the unique rewards at a lower level. Having a collection of high level unique rewards can help when starting the 3rd uvhm playthru.
So when to do the side missions is a more complicated question in tvhm than it is in the 1st playthru.
