Vehicle can be perma-slagged?

Or can I be perma-slagged and it applies to the vehicle? I do see some discussion of perma-slagged.

I was in The Dust, in normal. My vehicle was slagged by a spiderant. The slag sound never ended. The sound seemed to be stuck to me. I tried to spawn the second vehicle at Ellies but I still had the slag sound. I fast traveled to Sanctuary and back to The Dust and the sound stopped. But it seems like me and or my vehicle is still slagged. I am taking a lot of damage from the other vehicles. I had my Technical destroyed several times.
