Go do the mission: The Beard Makes The Man, and don't turn it in, there you go, now you have a Grog Nozzle.
Caveats:
Back in 2013, it was part of the Loothunt, so SOME long time players had permanent ones, the odds of any of those being left is vanishingly small. And even if they did exist, they'd be level 50.
I suppose it's possible that the "UCP" has turned it into a drop, but if so, I don't believe that you could use it unless you were also using the UCP mod. I don't keep up on the details of what the UCP does, and does not do.
Just accept the quest and you'll get the Grog Nozzle. You literally don't have to do anything else.
Another way to obtain it legitimately is for someone who was able to obtain it permanently in the Borderlands 2 $100,000 Loot Hunt event to give it to you. Yes, I know, it's almost impossible (practically a miracle), but there is a chance that someone who obtained it in that event will read this and give it to you. The bad thing is that the level of that weapon may be higher than your level and you won't be able to use it because whoever obtained that weapon in that event had a different level when they defeated the Golden Golem.
