Report a translation problem
It was removed from the store so only people who had it from before would need to worry about it (I had it and removed it and now I don't see it on the list or offered in the DLC store page so i wouldn't worry about it unless you actually see it installed).
If you are having crashing problems try checking other causes on this guide. https://steamcommunity.com/sharedfiles/filedetails/?id=3287916955 it's basically just a collection of things from trying to troubleshoot for people on here and stuff I've found elsewhere , it's not every possible cause but it's the ones that usually show up and what seems to cause them.
If you are reading the "crashes randomly section" where the HD texture pack is mentioned there are other causes like physX and certain skills like gaiges Interspersed outburst , try speccing out of it and see if you still crash if you are using it.

Only if you previously installed or "bought" it at the time by activating it on your account. New users won't see it. It says as much further down the page.
And how did you find the page ? googled borderlands UHD or something right ?
Look at the page you linked "Notice: At the request of the publisher, Borderlands 2 Ultra HD Texture Pack is unlisted on the Steam store and will not appear in search. "
You can still download the UHD if you google it and go to the page manually but they really don't want people to use it.
I said removed rather than unlisted because I didn't want to imply that it could be "installed but hidden from view" because if you have it you can still see it and remove it, but once it is gone you will no longer see it and don't need to worry about it.
Technically you can mess with your INI files and get the UHD (mostly) working but it's not really worth the trouble and it actually looks worse in some places.
So I really don't encourage anyone to use the UHD.
Instead if you want to improve the graphics look at shaders and visual improvements on nexus mods https://www.nexusmods.com/borderlands2/mods/categories/5/
So people can still get it even if it is not listed directly on the BL2 DLC pages.
