I managed to do it with vanilla Skyrim.
It has all the BL1, BL2, BL:TPS and BL3 content (as well as the Tales games).
I think the base price during the sale is $36 USD, further discounted by any content you already own.
If you just want BL2, then consider the GOTY version. (Although if you buy that one, consider getting the Commander Lilith DLC separately as well).
Buying BL 3 trash just to get BL 2 and pre-sequel stuff?
Dumb.
And frankly, the game-play is pretty good in BL3, even if the story sucks. The UE4 engine is really smooth and liquid feeling.
If he doesn't want it in his library, then he doesn't have to download it, and can even "hide" it so he doesn't have to look at it. But as Sokolov said, that's up to him.
Regardless, the Pandora's Box Collection while it's on sale is still a good deal, with lots of fun stuff.
