Years in this game , so many replays... No issues on Windows 7
Check if you have windows update, and your graphics card update.
If you're using bl2 mods disable them.
Set the resolution 144Hz or 60Hz if doesn't work with 144Hz.
Put your game fps frame 30fps.
Enable V-Sync on or disable if doesn't work with V-Sync enabled.

Even if you don't use mods BL2 Fix is worth trying.
If it's a problem with loot tables than BLfix which rebalances the loot tables might help and is probably the easiest thing to try compared to the community patch or other mods , it comes with a step by step guide and if you just want to fix the bugs in borderlands and not mod it this is a good option.
