I my self don't really use mods in BL2 so take it for what it is - either mod the game or use soemthing like cheatengine to change it when it is running.
I figured it out, inside gibbed, at the [RAW] tab, near the bottom of that section, there is an entry called "SkillData (Collection)" and when you click it you can manually set the value of each skill in every tree, bypassing the skill point validation that the game does internally when loading, i was able to try out Axton with maxed skill trees this way.
Anytime you change anything with Gibbed, you should make a manual backup of your entire save folder first.
