Mjust doing devil's advocate for that :
Some just hate that people ask for a boosting instead of playing the game normally, especially if one's just say "i want to be boosted" , not even saying hello or please in the message.
That said i'm not defending them as it's basically free hate on each other when they can just not even open the discussion to begin with, doing it on purpose just to spit on someone isn't even better.


As for the saves, as long you have access to your saves folder, (Documents/MyGames/Borderlands2/WillowGame/SaveData/bunch of numbers on windows for example), you can download maxed out saves, or even what they call modded saves, put them in this folder and use them as you want.

There are lots of max level save files out there on the mod sites.

There are also a number of guides on how to access those files on the Steamdeck. Since the most prominent of those appears to be promoting a product in addition to providing information, I won't link it here, but it's the top link on a basic Google search.

rule of thumb about steam deck and extremely blunt here: you have to note that the deck end of the day is a PC, not a console. meaning mandatory you gotta learn some file managing and usage.
more hurdles on deck but for sure forums, guides or something have details on installing mods onto steam os (operating system) even without needing a thumb drive to transfer files. gotta open the browser and use toughscreen or trackpads to manuever around. if got a dock and extra keyboards and mouses with hdmi cable to a tv you can turn it into a regular desktop to better control things.

so point of deck besides playing games on go or anywhere is have that pc customization and managing on the go. especially down the road if ever got interest to emulate old games or even as a desktop starter if prior mainly console gamer and not much pc.
anyways most ppl say mod the game cause tbh very honest this game is a slog leveling up especially the damn claptrap tutorial. most dont boost anymore because of those files you can find online to get max or commands to up exp gain or similar. your not restricted to console limitations anymore unless you choose to be limited to that playstyle.
