It is sort of a Vault Hunter Upgrade Pack #3. With a lot more.
It cannot be included in any of the other packs because their contents were fixed on release, many years ago, so cannot be added to.
The DLC contains a lot. New enemies, maps, missions, bosses and a whole new class of weapons - Effervescent AKA Rainbow. They are based on earlier pearlescents and legendary but with limited parts options. Some are a bit meh, but others kick serious butt.
Like the game? You do need the DLC and the 8 extra skill points do make for some interesting build options at 80.
Well, that's kind of the point.
Every other piece goes on sale at once (because it's all bundled into the Handsome Collection). Commander Lilith is the (relatively) new piece. By putting the older content on sale, but NOT putting the newer piece on sale, 2K thinks they can drive the full price sales of that newer piece.
And ... it probably works, at least to some extent. Or they wouldn't keep doing it that way.
Until they went for BL3 and thought it was a great idea to create a DLC as BL3 advertisment - and make it free for a limited time.
Well, it worked - more people played BL2 back when Lilith was released for quite some time there were more players then BL3 had right after launch.
But after that time it became the most expensive Borderlands-DLC that was ever released up to that point in time (Until BL3 took that dishonerable first spot).
2K could add it if they wanted - but they of course won't.
Imo it's worth buying. Whether you get it on or outwith a sale is up to you. But it's good.
