There is no over-leveling in UVHM (until you unlock OP levels). The enemies always scale to your level. You can do all the side missions and it's not going to make any difference. UVHM enemies will just level up with you. There isn't much you can do about it but try to get better gear, change your tactics, etc. Or, of course, use some kind of cheat/exploit.
FWIW, if you can get to 72 and then unlock a couple of OP levels, you can collect gear at your highest available OP level, then use that gear at a lower OP level and be somewhat over-leveled that way.
It's not about better gear, or tactics. I have actually run out of ammo (starting with full loads) in all 6 weapons types trying to take down a boss and countless minions. I ran around for 10 minutes until killing them with phaselocks.
The game is tough, probably a little too tough even on easy. Having monsters suddenly appear behind you, constantly being outnumbered, pumping 100+ rounds into a monster that can kill you with 2 good hits....
I'm sure we all remember early in the game, fighting a guy with a battleship turrent, with a hand held weapon.
I'm not complaining, but I am understand what he's saying, and he's right.

Yes, UVHM is broken, but still doable; there are just a few 'rules' you have to stick to in order to get by:
1. Copious use of slag. This will triple the damage you do to enemies.
2. Don't be too proud to redo your spec. Yes, you may have sliced through Normal and TVHM like butter with your heavy healing/sniping/nursing spec, but it will not work in UVHM. Now you need to focus on damage dealing more than survivability. Why? Because any stray shot from any mob will take you down to healthgate ( destroys all your shield and about 85% of your health[and, yes, I know my figure isn't exact]) and a second shot will put you down, no matter what your spec or shield.
3. Use cover. You will die if hit two or three times, and there's multiple enemies attacking you. So it just makes sense - DON'T give them a shot at you.
4. Your gun isn't good for 4 or 5 levels anymore. If you're lvl 65 and the bad guys are 67, using that level 61 shotty is doing nothing but wasting shells. Upgrade your arsenal to your level constantly. If you're not getting good drops, there's a gold key chest in Sanctuary for just this purpose.
5. General tactical changes - Don't be afraid to run away to heal/reload/regain your composure. Kite the badasses and bosses. Hit and run, don't stand and fight. Use slag. (Have you heard that one before? That's because it can't be emphasized enough.) Use more slag.
6. Have fun.
Just some more thoughts ...
I have played 300+ hours now with the axon character, building slowly to where I got. I don't want to rush to level 72 in a few hours :)
The enemies level: I don't mind them levelling up to me, but why do I get level 67 baddies everywhere when I am 65, that doesn't sound normal.
The slag: I am using turrets who slag them, I just try to hide behind their shields. But even
they get beaten up in seconds.
Taking cover: most enemies just run after you, there is no hiding sometimes. And their two shot kills you.
The golden chest: sure it gives you even level weapons, but how often do you get a decent sniper ? or decent shotgun ? It's mostly pistols, grenades, blasters (useless), ... It's often waist 10 keys to get something decent.
And worst of all is, I know what is coming, the hardest missions are yet to come, the bunker, the siren, eridium blight, jack and the warrior, ...
Without the help of a good friend (preferably a siren) i will never reach the end, dying alone a lot is the other option ...
Leider, enemies range from one level below yours to two levels above... that is normal.
This is why it's so hard - the devs are trying to force you to play coop.
Just did a mission alone, died 6 times, but I made it, was really really hard, caustic caverns is filled with exotic enemies who rip you apart in seconds.
My tactic was hiding in any place I could and sprinting away from them.
I stop now till one of my friends can join, to please the devs and save my keyboard ;)
