It scales with your level as that's how melee damage is calculated. The best way is to just try it out. On OP+, you will need to use Rough Rider otherwise the melee damage is quite significant. In other difficulties, not so much. Around 1/9~ I'd say. Since it's Krieg the damage is mostly not too bad and often even beneficial when you need to reach that Beast thrashold for eg but the brief inability to attack can cause some annoyance.
^ This. Finally someone who understands. The self damage is a joke with the right gear, gear you should be running on a melee Krieg anyway.

Thanks for the vid, it actually helped a lot. But, how does the damage scale for lvl 61? I have no plans on buying the second upgrade pack, so how would that affect a Krieg build?
People just complain cause they saw one of Bahroo's videos where he nearly 1-shots himself in sub-optinal conditions.
At first, I was disgusted with Silence the Voices; I thought it was a joke, and I thought it was utterly useless. Now? Well, I still don't think much of it, but it IS more usable than I thought it was, I just don't think it's as practical, for general combat.
The ONLY way I see it fit to use StV, is with range, by throwing your buzzaxe, but meleeing with StV is, to me, just frustrating, screws with your vision, and limits your attack efficiency. Using a build like mine, I can go around, meleeing OR ranging, without a care in the world.
I can turn in the level 3 Bar quest on UVHM, curently at level 68, with over (my best I last saw was 1:37 left) a minute to spare, not once dying, and IF I go down? I'm practically guarantee to get back up again. All that WITHOUT Silence the Voices, so what would be the point in my even using StV for general combat? I think StV is inconsistent, and I prefer consistent damage, over inconsistent damage with a chance to slap myself silly, plus I'm going for survivability.
So, yes, I think StV can be worth using, but only if you're just gonna range everything, since range benifits from the melee boost, without the risk of slapping yourself. I just don't think StV is worth it, for general combat, especially on the first two difficulty modes.
I think StV is level-dependant. I think StV has little practical use until level 60+, because skillpoints are needed elsewhere, at least if you're going for any defence like I have, 'cause, y'know, ... I don't like dying.
One argument people give, is that StV does such a small amount of self-damage, that it doesn't matter, at least later on and with the right gear, but that, to me, is just a moot point. Self-damage is not the only issue. Besides, you're already being slapped by stuff around you, so you hardly need yet more damage to yourself, do you?
The damage boost is really nice, though, and if you're mainly gonna range, it's just awesome, and if you do decide to melee, say, a badass, it will get mauled hard. I guess it all depends on your gear, your build, your playstyle, and how irritated you get by slapping yourself and the screwed up vision.
