Are my op levels not working?

Last night i played digistruct peak and got to op 2. The next morning i played it again and the levels of the enemies are 71-74. Should they scale to my level or is this normal?

Also i would appreciate about stuff i should know about the op level system. It always confuses me.

I played op1 with my lvl 50 something friend a few months ago and I also did it on mine at 72 and the select op level menu doesn't pop up

The game cap is now 80. This was changed when 2K released the Commander Lilith DLC a couple of years ago. Once you level up to 80, the OP levels will become available at the start again.
Bad news is, is that you will need to buy the Commander Lilith DLC, which is a sort of Vault Hunter's Upgrade Pack #3 and has the 8 extra levels to let you take your characters to [max level] 80 again. And an additional 2 OP levels, so OP10 is now a thing.

There is another thread that tells you where to buy the DLC on sale - Humble store perhaps? 2K do not offer it for sale on Steam very often.
It is something that you will need to have now though.

You are buying a Steam key, so yes, it will work.

From your Library page, there is a link on the bottom left - Add New Game. That is how you do it.
