Report a translation problem
Currently the Steam instance seems bugged for some.
Which is odd because BL2 ran just fine pre windows 10 and i haven't re-installed
/Steam/SteamApps/Common/Borderlands 2/Binaries/Win32/
If any of this doesn't work... Uhm... Sorry about that...
Follow my steps
1. C:\Users\(YourWindowID)\Documents\My Games\Borderlands 2 <<-this folder back up and then delete the folder or move to desktop
2. just Run Borderlands 2 then You can see the New game and others but Don't touch anything and then Just Exit Borderlands 2
3. the Folder Paste to The previous location.
4. Play Borderlands 2 on Window 10.
5.Finsh

This worked for me too but i didnt have the rights to copy it manually. You can use thoses commands in the cmd (admin) :
***** COPY /-Y "source" "destination" ******
COPY /-Y "C:\Users\$NAME$\Downloads\common_dlls_for_games_file\common_dlls_for_games\Windows\System32\*" "C:\Windows\System32"
COPY /-Y "C:\Users\$NAME$\Downloads\common_dlls_for_games_file\common_dlls_for_games\Windows\SysWOW64\*" "C:\Windows\SysWOW64"
