If you are already level 39 in Normal mode you are already over levelled. Any loot in Normal is capped at 30. Doing all the DLC's in normal mode will not make this any better.
As to the order of the DLC's. Easy one. There isn't one. You can start all of them at the same time, and progress through each story as you want.
Tiny Tina's gives you a chance at some neat gear - Magic Missile grenades for one. This is also one of the nicest looking of the DLC's. Just a very nice place to wander around in.
Torgue's Badass Crater of Badassitude, great loot from Torgue vending machines!
Captain Scarlett's is great fun to play, and lets you get hold of fun things like the Pimpernel sniper rifle and Sandhawk smg.
Captain Hammerlock's has a different feel to it. Very large, mostly empty spaces, but some seriously annoying enemies. As you have played B1, you will know all about drifters :)
Not sure why you don't want to play in TVHM. It really isn't too much more difficult than Normal. The longer you stay in Normal mode, the lower and lower the xp will get, your weapons will all be capped at 30. If you then decide to do TVHM at level 40-something you will be at a bit of a disadvantage. TVHM is capped at 50.
There is an answer to your over levelled problem - start another character.
As far as Borderlands 1 goes, the General Knoxx one is really a continuation of the main story. Open the Vault, then carry on with the story in that DLC.
Claptrap and Dr Ned's zombie one are some fun, and can be done in any order. They are standalone. The underdome has the bank for excess loot, so go there any time. It also has one mission. Prove Yourself. Completing that will unlock more. Nothing to do with the main story.
The loot in the DLCs isn't capped at 30.
Starting TVHM in the 40s isn't a disadvantage with DLC loot, especially since it's not capped at 30.
Normal mode is capped at 30. You are sort of correct in that 2 of the DLC's are not capped at 30 in Normal mode, but 35. Which the OP has already reached.

So yeah, starting TVHM in the 40's with at most level 35 gear really isn't a very clever thing to do.

So basically DLCs are meant to be played in TVHM? Is there ANY way to play the DLCs without TVHM (assuming I start a new level) + doing all the side quests + not being over leveled?
The DLC's are meant to be played after you have completed the main game. The game allows you to play them before that if you want to. The result from doing so is being over-leveled. Where you are now. Underpowered gear for your level, and enemies that are just not difficult to deal with.
I really don't know why you don't want to start the TVHM playthrough though. You will carry on leveling up relatively quickly until you reach the TVHM cap of 50, and then think about going for UVHM, and the ultimate level cap of 72.
If you never plan on doing TVHM anyway, why are you even worried about over leveling?
Bubblez. I know you don't want to do TVHM but hear me out. Start TVHM and then just teleport out from claptraps place. You can do any dlc you want AND it will be leveled to you. I would like to note that they may be challenging at first because I assume even though you are 39 you do not have level 39 gear. If you have golden keys you can get some stuff to catch yourself up before diving in. If not there are links with codes for nearly 150 golden keys.
I'm not sure why you have such a negative predisposition to TVHM but in this case it will help you play leveled DLCs.
The gear goes to level 36 in Tiny Tina's (and probably Hammerlock's, too) in normal mode.
No idea why starting TVHM at level 40 with level 35 gear would be a problem. Everything dies really fast with your gear that's already at the right level, and you have more health than you normally would. Not that you need the extra health, since - like I said - everything dies really fast.
I was saying if he jumped immediately into the dlc when he went to tvhm because /that/ would all scale to his current level 39/40
except for the secret boss in the Hammerlock DLC. I was a Lvl-50 Krieg, and this thing was a really huge Lvl-35 Drifter (whose name escapes me at the moment) that still managed to kill me in 2-3 hits (and that's with up-to-date gear)
He could go from normal to Tiny Tina's in TVHM, but I wouldn't even think about doing Hammerlock's. No clue on the other two, to be honest. But I do know Tina Tina's starts out relatively easy on TVHM.

I was worried about ammo at first, but then realised you can actually kill the mobs with a headshot from the sniper (two if it was wearing a helmet). Except for the badass skeleton I ran into. Mr Bony Pants was easier to kill than he was. Would have all been much easier if I had one of my Bees off a bank alt. After you get to Flamerock a decent fire weapon will let you farm treants for drops your level fairly quickly. Or you could just save/reload until the vendors have anything decent.
I actually expected it to be a lot harder than it was. It's possible that being a Zer0 made it easier than it would have otherwise been. No idea. It was my first time there in TVHM.
The reason I'm kinda against TVHM is that I don't wanna repeat the whole game again, and then possibly 2 or 3 times (x2) on 2 or 3 different characters in case I wanted to try the other characters. That's a lot of repetition.
Correct me if I'm wrong but I think I understood from you guys that I should do the DLC in TVHM as soon as I start it, without actually having the complete the whole game again, right?
OK. Fair enough, not wanting to do that, but that is the way the game is. You complete Normal mode, start TVHM with all your gear intact, and do it all over again. Defeat the warrior etc, which unlocks UVHM, and repeat all over again. That is just what you have to do.
Repeat for as many characters as you want to try.
At the moment though, I would suggest that you start the TVHM playthrough, and when you get to the first Fast Travel station in Claptraps place, or do some bullymong killing and start from the one in Liar's Berg, as this has more amenities, like vending machines, quick change station etc. Then go straight to the DLC you want to explore.
Oasis, Badass Crater, Unassuming Docks, Hunter's Grotto. (in any order, or all at the same time, it doesn't matter)
That way you get to explore the DLC's and have a bit of a challenge while doing it, as the enemies will scale to you a bit more than they were doing in Normal mode.
When you want to try another class out, you will have to start from the beginning again though.
That said. All of the characters get more powerful the more skill points you have to play with. If you have a class you really like, you will have to bite the bullet and go the whole Normal, TVHM then UVHM playthrough route to unlock what they can really do.
Does the same apply for BL1? Does it have 2 playthroughs after finishing the game?
All side quests? Main story or DLC? Not all side quests are necessary, but some do have rewards in the form of useful weapons / shields / grenades / etc. All will give you xp points of course.
To get to UVHM, you will have to complete the main story in TVHM which means doing all the missions over, from escorting claptrap to Sanctuary etc. and on to defeating the Warrior and unlocking UVHM. You do not have to do side missions if you don't want to. You can stick to story missions only to get there quickly, and only do selected side missions with good loot. Defeat the Warrior and unlock UVHM.
And then escort claptrap to Sanctuary...
If you do choose to go the TVHM and UVHM route, it is a good idea to do the DLC's at the same time as the main story missions. Much useful gear to be had.
Borderlands 1 has playthrough 1, playthrough 2 with similar missions etc, but higher level enemies, and then there is playthrough 2.5. Not exactly like UVHM except that the enemies will scale to your level and a bit.
